This divide has existed since early 2019 with no attempt at a resolution, but Rep. Dave Greenspan, after getting H 194 through, said that he plans to meet with Senate sponsor Sen. John Eklund this summer.
Gov. Mike DeWine has said he wants an Ohio sports betting bill passed before the November election.

The House approved HB194 to have sports betting controlled by the Ohio Lottery Commission and have tax proceeds towards education. The bill would legalize online mobile sports betting as well as gambling in bars, restaurants, bowling alleys, carry-outs, and some other locations.
The Senate proposed SB111, which would have put sports betting under the purview of the Casino Control Commission, with no specifications on where proceeds would go.

Unfortunately, SB111 did not pass the legislative process in time for the 2020 deadline. Senator John Eklund was confident the bill could be passed before the end of 2020, but the Senate will have to revisit the issue in 2021.
As it stands, Ohio lawmakers will further their discussions this year. The hope is that Ohioans will have legal sports betting sometime in 2021.
